Project Overview

Sutton Council is delivering one of London’s most ambitious borough-led regeneration schemes, transforming four key town centre sites into a new Civic Hub, improved public realm and a major residential neighbourhood. The programme will deliver 740 new homes (50% affordable), new retail and leisure spaces, and a high-street-facing civic anchor for residents.

Since 2023, we have provided strategic advisory and project management support, shaping the brief, structuring procurement and guiding the Council through a nine-month competitive dialogue process.

 

Strategic Advisory & Procurement

We prepared all procurement documentation, coordinated surveys and specialist studies, and led the development partner procurement via competitive dialogue. This involved bidder engagement, evaluation frameworks, iterative design reviews and final tender assessment.

Our role continues through commercial negotiations, viability testing and shaping an aligned regeneration strategy for the four sites.

 

Outcome

The project is progressing towards delivery with a GDV of approximately £290m. The new Civic Hub will bring council services, community facilities and a modern library directly onto the high street, supporting Sutton’s long-term economic and social ambitions.

The wider masterplan will deliver new homes, revitalised retail and improved access routes — establishing a future-ready and engaging town centre.
